This could possibly be the most vague question ever posted in the history of honda tech.
There could be about 1BILLION reasons as to why the car won't start.
Check your grounding strap from the trans to the chassis. That's a common one. You know that's the issue if your cooling fan comes on as you turn the key to crank it.
Is your battery properly secured to it's terminals?
Starter wire connected to starter?
Fuses?

well it started just a loose connector on a relay. well today while he cleaned the interior the ecu dropped and don't know if anything was disconnected now the car won't start again. is there any wire diagram for a 94 ls with a b16a swap we need the inside and under the hood cuz the everything in the car looks like it was just done quickly wrapped up with $.99 tape.

then buy a new harness from a junkyard. DCs are all over the junkyards around here. That'd be the easiest fix. Try your old LS ecu to see if the car will start.
The only thing that should have needed to be added to the wiring is VTEC and knock. That's 3 wires. The original harness should still be intact.
