really need help (stuck allen bolt)

so i bought a 94 civic ex. however the car is lowered in the front so far that the bumper is barely an inch off the ground. i want to reraise the car and when i went to do so, the allen bolt that allows you to adjust the height is stuck. i mean damn stuck.
any suggestions tips ect to pop that sucker out? i need to raise this car back up so i can turn the damn thing without rubbing the inside of the wells.

More torque may help; a better option than a standard Allen key is an equivalent sized 3/8"-drive Allen bit socket and ratchet:

However if it's seized, you may be SOL. More torque will only strip out or break the bolt, in which case you'll likely have to get another coilover sleeve & spring perch. You may want to call Ground Control and see if they can do anything for you as far as replacement goes.
If you do get it out, make sure to lube the threads of the bolt with anti-seize compound before reinstalling. This is good practice any time you have steel hardware threading into aluminum, and I always recommend it for the pinch bolt on Ground Control spring perches.

Use it on every bolt that you might want to get out again
