Valve Seal Question

I wanted to ask if people knew what would happen if valve seals are bad? The reason I ask is because when I get into higher RPM (about 4,500) I start to blow smoke and it gets worse as it revs higher. Compression is good all across the board so that's not the case. I went into my shop and I was informed about what is called fuel washing, it's what happens when you run rich and the cylinder walls become glazed so they said that has to be the problem BUT I was just wondering if it might be a valve/head issue. I do realize that the compression test would clear up a head issue but if it's a valve seal it wouldn't be as expensive of a fix. Any one care to give some insight? Thanks guys.

Hmmm, I may have to see but either way I have my B18C block being built up soon but if I didn't have to tear out my B16 I'd probably boost it before getting my B18 built up so you have me second thinking this =/ Thanks for the info.
