my car is a dirt race beetle with a honda D16Z6 engin
MY problem is that he sticks in low RPM s after 2 at 5 min as i let my Throttle down and then Again up its gone

ECu would be a first place to start, vtec solinoid, wiring... especially the ecu harness. Get a good wiring diagram, and start looking in those two areas to start.
If he's using a P28 USDM ECU, and its not chipped, chances are he doesn't have a VSS signal going to the ECU, and if not, this is an expected behaviour. The ECU gets cranky without the VSS, and every once in a while will shut the engine down completely for 3-5 seconds, and then fire it right back up.
I've had it happen to 2 different cars back in the early 90s. One was an 86 Civic that we put a B18C1 into, and the other was when I 1st swapped a D16Z6 into my EF.
Either find a way to feed the ECU some sort of VSS signal, or get the ECU chipped to disable the VSS check for Vtec.
