Default Possible limp mode? wont rev past 3500

Ok got the car running, but now I have no speedo. I know it is a sensor on the tranny, but it is plugged in and still does not work. I looked for a speedo fuse and did not see one. Prelude motor, 95 accord body.

Also more inconviently the car will not shift past 3700 on my tach. This is prob 3500 or 4000 even at the engine. I am told this could be limp mode. I disconnected the battery, in hopes of resetting the ecu, no dice. I replaced the P28 chipped and tuned Ecu to a stock one and it ran like super ****, but did rev past the first one.

Am I damaging the car by driving it while I fugure it out? any fixing suggestions?

update, I pulled the ecy fuse for five minutes to reset the ecy that way. Now the car will turnover all day long but no spark to the dizzy.
