RPM's going crazy
Check your tach signal wire in the distributor wiring harness.. It should be blue..
Also tach bouncing going crazy could be a sign of a failing ICM. (ignition controle module aka ignitor)
If you are mechanically inclined.. Pull off the dist cap.. and check the connections on the ignitor.. try lubing it with electrical grease..
It might be a sign of the ICM about to go out.

Sounds like your coil is about to go out, or may have a horrible connection that's causing this. Usually when you're coil starts go out, or right before it goes out, the RPM's will jump around uncontrollably. Buy a new coil, replace your old one, and you should be set. Don't go buy a whole distributor, 95% of the time people change the whole distributor, it's only the coil which is only like $50-$100 for a brand new one. Also keep your receipt just in case it turns out that your coil is still good. That way you get your money back and put it towards whatever is actually bad.

Vehicle speed sensor wouldn't have anything to do with RPM signal..
The ignitor sends TACH/rpm signal..
