JDM Engine or USDM engine?

I have a 94 honda prelude si and the previous owner did an engine swap and it has the H23a1 not the original one that came in the car. How would you tell if an engine is JDM or USDM? Also if JDM engines can pass emissions?
If it says H23A1, its USDM regardless if its not the original. The H23 non-vtec motor was not offered in the Preludes in Japan, only US. If I recall, the Prelude Si in Japan had an F22B. Correct me if I'm wrong. I have a JDM H23A3, but it was out of an Accord; same motor, different market.
