Default Another Idle Question...... Ls vtec

I got ls vtec, in my 92 cx hatch has had cruise control only solenoid remains,, Its got a blox intake manifold on the gsr head with a b18b1 block, no vacuum leaks no codes, type r or b16 throttle body not sure which, i adjusted the butterfly just above the sticking point. anyone have any ideas? I also turned the screw on the top of the tb all the way in,, it doesnt have the FIAC anymore its the bypass and i have cleaned and used different IAC or IAVC whichever one you clean i did and replaced.. Its idleing at 1.5k (a little to high) SOMEONE HELP!

its a phearable ecu and i changed it out with another both idle high..
