99gsr with a ITR Cluster Rpm issue
I have a 99 gsr with a itr cluster im guessing its a 99-01 cause it has immobilizer light on it. My car wont rev past 5k on the speedometer when in neutral or running but the car does rev past 5 it just wont go over 5k on the cluster, what can be the issue?

maybe I'm missing something, but you can't rev past 5k rpms? or is it that your RPM needle won't go past 5k rpms?
Maybe its the same concept, but I have a 98 gsr. I swapped out the gauge cluster for a 00-01 stock gsr cluster (I had the cool-lookin white gauges from the previous owner). The cluster was acting all funny cause I just did a "plug and play." I ended up swapping the gauges clusters from the 00-01 cluster and placed them into my 98 gsr cluster housing. Plugged them in and it worked like normal.
I think its that green film behind the ITR cluster that is different from the green film behind your GSR cluster.
...and if I'm wrong, I'm sure someone else can give you better insight.

I just swapped a ITR engine into mine. Im having somewhat the same problem. When i hit 5k the needle will drop but i am still able to accelerate. A friend of mine said it was my conversion harness and he is going to be fixing it on Thursday. Could it be the cluster?
