how long ago did this happen? if it's fairly recent, i.e., within the past 24 hours, if there is even the slightest crack on the distributor cap (which is on the passenger side of the engine) the smallest bit of moisture getting in there would make for a no-spark situation. If it dries out, which it should, the car should start within a day or 2. However, if the passenger side interior was submerged as well, you may have bigger concerns, like ECU damage. Was the submersion just engine compartment or interior as well?

the distributor was replace (cap rotor included) new spark plug wires and spark plugs. the ecu was replaced with the closest thing we could find which was an EX 2000 P2P computer. we drained the oil from it. clean nothing in the engine. all fuses checked out, none where toast. i got a new 40A ignition fuse. check all the wires going to the distributor from the ecu. all have continuity ontop of only have .2 ohms of resistance. where we're at right now is basically cleaning all the grounds and checking if they're clean. the car cranks still and turns over just no spark. it is getting fuel though. ontop of it i made sure that distributor was timed with the engine (tdc on number one and such)
i'm at a loss of what i should do or where i should look next. i'm open to all opinions and critiquing of what i did or didn't do yet. please help.

how deep was the water and did you have a cold air intake on it? how long was this ago? the intake could've possibly suck a lot of water already, keep on cranking it so it'll spit water out but when you crank, don't step on the gas because that's a bad idea, could blow ur bottom block if water's in it.

did this just happen today? you didnt specify how long its been since you went in the big puddle or w/e. if it did happen today i bet $5 if you let it dry out lol it will start up had this happen with a few older civics in the rain and once in my old eg. next morning after a little bit of sun it started right up.

if you have a multimeter that would be a good way to check if you got power and ground to the ECU... you could probally use a test light too. dont quote me on that tho.

got power to dizzy at all? one of the bigger wires in the plug should have 12v with the key on. start there. also you should check to see if part is comming outta the dizzy...pull the wire out of the dizzy a lil bit and see if you can see it arc....dont pull it out too much or youll get zapped. when you say "new" dizzy what all was changed? coil? icm? housing with sensors in it?

also does the fuel pump come on when you first turn the key? (check engine light should come on for 3 seconds and then go off...thats the pump priming) if not than you wanna check the main relay (its also on that side of the car)
