Default LS/Vtec or new GSR block

I have a 98 GSR but the block is all messed up the people before me must of been having a lot of nos or something going in that motor because I'm burning oil and I took it to the shop and the guy said the rings are close to blowing up he said those rings have to go fast. so I'm thinking I should go with hi-com. pistons but that costs money my friend said he could sell me a LS motor with 92,000 miles on it for $250 but I dont know what to do from there what do I need to get a good setup done or should I just stay with the b18c1 block
