Default Turbo not spinning freely when running?

So just had my engine rebuilt. Installed new ramhorn manifold and freshly rebuilt garrett turbo. Turbo spins freely when engine is off. When car is started it wont spin and is hard to turn. I dont have any vacuum lines hooked up yet but dont think that would make a difference. Havent driven the car just breaking in the motor and noticed it wasnt spining thats why the vacuum lines arent hooked up. Any help would be appreciated

Try reving it up and seeing if it spins.

that doesnt make any sense that it spins when not bolted in then just bolting it up and it barley spins

A company here in WA, thats all they do. Whats weird is that it will spin fine with the engine off. It will spin fine even bolted up, the only time it wont turn is with the engine started.

Yeah if i rev it to 5k or more it will spin than stop. I wonder if i just have to drive it and break it in cause it is freshly rebuilt. I had a greddy kit on my car before i rebuilt the engine and it spun at an idle. Does yours spin at an idle now?

Are you running an oil restrictor? MAybe you have too much oil pressure and its flooding the bearing housing. Or it could be the opposite, not enough oil pressure and slows down spinning when it gets hot.

So i removed the oil feed line and started the car, turbo spins freely and there is a steady stream coming from feed line. I hooked it back up and turbo stops spinning. So i think your right on having to much oil in the turbo. Where is the best place to get a oil restrictor and what size should i get. Thanks again
