he is probably going to turbo it or nos it cause if you add nos or turbo or other forced induction you get better performance by retarding the ignition by a few degrees if you are stock motor or na then it does better to advance it
if you are looking at it from the front bumper then you turn it to you i would not go more then 6-8 degrees equal to 6-8mm
