Default Fixed Surge now high idle

Alright my 95 dx with a ls swap had a surging idle when it was cold to warm and i replaced the tps and it stopped surging now it idles at 2000 rpms idk what to do now it doesnt throw a code anymore since i replaced the tps. the idle screw is fully adjusted in and the lowest it goes is 2. this is stumping me. any help would be appreciated. thanks

1) Did you properly calibrate the new TPS (~0.5V closed throttle, ~4.5V WOT)?

2) Maybe the IACV or FITV are stuck open. Try removing and cleaning them.

3) Is the throttle cable adjusted too tightly or the throttle plate stuck open?

4) Check for an intake air or vacuum leak.

Tps was just changed and re calibrated perfectly the iacv was just switched out with the one off of my d-series. The throttle cable isnt set tight.
