Default LSVTEC issues

what up everybody . i got a fully built allmotor LSVTEC (b18a bottom , b16a head) 97civic 4dr , motor has about 8000km currently tuned on hdata s200 .. problem is the car has this bog when shifting quick like a sputtering type then it picks up,, car is currently tuned for 7500rpm (for now ) i've changed my o2 sensor as my previous one was shot... it seemed to have helped out abit and i also get reallly shitty gas mileage , plugs oil are fresh,, everyone tells me that i prolly need a tune, car made 179whp at 7500rpm (powercurve was straigh and climbing) set it to 7500 since the motor was on breakin lol

any input is appreciated
