Default Is the vtec crossover too low

my friend has this setup: 94-5 gsr motor with itr pistons and itr cams. skunk 2 manifold and ecu, jdm 4-1 header, intake, exhaust and stage 3 clutch. this motor is in a 98 civic coupe. the vtec crossoverpoint is bteween 4700 and 5000.it is also untuned. does that seem low for the crossover. i tihnk he would make more power if the vtec would hit at around 5,500 and 5,700. i say this because since he has the itr cams itr pistons and the skunk 2 manifold the vtec crossover should be similar to an itr(5700). what do yuo guys think.

well obviously the best way to figure it out is a dyno plot, i was just saying until he gets to the dyno what do you think the best point for vtec to hit

the vtec is only higher on the itr to give the illusion of power....look at any dyno graph the itr flattens out around 5400rpm....having the x-over at 5700 gives it that much more kick.
