ok my friend has been fighting this idle surge for a while on a h22 and have run out of ideas what it could be. the problem i am having is when i start the car when it is cold it hardly wants to run and has little power until it warms up, then when it does warm up it idles at 900 rpm and the idle screw is all the way in and when the fan or headlights are on the idle surge starts but when the light are off it stops. i have changed the iacv and fatv and checked all vacume lines i am stumped on what it is please help.

 

almost sounds like some sort of electrical problem.
