heater relay

Default heater relay question for 91' CRX HF

My climate control works fine, switches vents but does not engage the blower motor at any speed (1-4). I direct wired and tested my blower motor from the battery and it works fine. My question is, where is the fan relay? I found the fuse under the steering wheel but it tests fine. Am I missing something? Where do I go from here with troubleshooting? What does the heater resistor have to do with this? Where can I find this little bugger on the blower assembly?

i dont think there is a relay. its either the switch or the resistor. the resistor just lets the motor run at different speeds. if you get a helms or get one off google or here theres a flow chart that will help you figure out whats wrong.
