Default CA State Referee Certification Required!! Any Advice? Thanks

Hey guys!!!

I got pulled over on my way to the porter ranch car meet thursday. They wrote me up for:

27150(a)vc- Loud Exhaust
And
27156(b)vc- Modified Emmisions, State Referee Certification Required

I have an 08 FG2(Civic SI) with an AEM Cold Air Intake, DC Racing Headers(No Cat), and a 3'' Cat Back Exhaust.

On the back of the ticket they put a sticker that says no officer sign off and that my car must be removed from the roadway until in compliance.

What can i do so i can get a State Referee Certification?

Any advice or input would be helpful.

Thanks Again!!

The number for the ref is 1-800-622-7733

They will set you up with an appointment. Please treat them with respect and it will be easier for you.

Whoop's I didn't notive that it is an 08 and I believe that there are not any CARB parts yet. (Note: I said I believe)

Does the header have a CARB number? If not put the stock one on.

Intake should have a CARB number. IF not..............^...................

No Cat....Put one on.

Noise level - The cat might quiet it down enough to get you through.

This is EXACTLY what I have been trying to warn people about who recommend Cam's and Racing Headers for daily drivers in California.

You lost your smog abatement grant. That means you will now have to smog your car to register it again. In fact, your going to have to have it smogged before you can clear the ticket. Oh, and once you lose it, you lose it for good. That means after you clear this ticket, you will have to have the car smogged every other year.

In order to smog your car you will need to go back to factory or have a CARB certificate for the exhaust and any other aftermarket equipment that replaced factory equipment.

I know several CHP and County Police Officers in California. They will not usually write someone up this unless you were doing something else wrong or annoying. So spill, what else were you doing to get the officers attention?

Good luck, you will need it.

There is no way around it, you are going to have to put the stock header back on. If there is no E.O. # for the intake that will have to be replaced as well.

As far as the cat back exhaust goes that will get quieter with the header going back on, but CA has a test set up to test the db level. Hopefully you will pass.

Are you kidding me?... i'm not even going to get into this argument.

What about air pollution? A car with no catalytic convertor puts out a crap-ton more of emissions that contribute to respiratory diseases, cancer, etc. If you've ever been in the more deserty parts of los angeles/riverside, or in any other densely populated area that isn't aided by a coastline or a good amount of wind, you'll hear about it's effects.

Regardless of all this info.. knowing what we know now.. running without a catalytic convertor is irresponsible. There are better ways to gain power. Even a v12 aston martin generates less emissions than a 4 cylinder honda with no catalytic convertor. If you don't believe me, go try to smog your car. Here in california it would be labeled a gross polluter and you'd have to take it off the road.

you mean parts far out like fontana's or Ontario's truck stop areas? but half the time people screw up those areas too, i mean.... look at what lives out there! they'll burn anything over there. and wtf u talking about? those areas get PLENTY of winds... heavier winds than IN LA!

depends on the area.
bakersfield is a damn good example. Fresno is probably the same.

riverside is pretty bad. i have family down there. the air smells all day long.
I was thinking about other states too. Not just california.. boston? detroit? parts of texas maybe?

Either ways southern california is bad enough..

Alot of the pollution from LA gets blown into the inland empire and it gathers there because of the mountains that surround it.

It's pretty well known the inland empire has some of the worst air quality in the US.

Anyway, good luck on your ref cert.

Basically you need to put the stock I/H/E back on. Only the AEM short RAM version inake has a CARB sticker, not the CAI. Any race header has no CARB sticker. Even the Vibrant with HFC is still technically not CARB legal. 3" Exhaust is sure to be louder than the 93db audio limit. So call the number the other member provided, and go back to stock.

Mind you this is the risk many of us take (especially in California) when we put these types of mods to our cars. But we choose to anyway, LOL.

I just picked one up for the same violation 27156(b) and the CHP officer noted underneath, "Adjustable Fuel Press. Regulator" - my question is, does anyone know if by taking your car to their referee if they're going to want and totally inspect the car for other things not technically visible: I have an adj. timing gear (which the officer missed since there's no cover) stage 2 cam, a hollowed cat & aem ecm. I can remove the rail with regulator & gauge no problem, maybe put a cover on the cam gear and run the stock ecm. I have a cat back exhaust which the officer mentioned as well but didn't write anything on the ticket; I can also have my stock exhaust put back on but it's WSII exhaust, not loud IMO. So, are they just going to look for the fuel press. regulator being removed? Is it an actual SMOG station? Anyone taken their car to a referee yet? Thanks!

You will fail! The Ref will check your timing. And yes those adjustable cam gears have to go. Your stock exhaust is WSII?

lol

I know, you bought the car w/ it. State Ref are ASE cert. so they can actually remove your cam gear covers to check. Believe me, I've been there. Now I have to make my appointment again.

i took this to court and won in santa barbara county, i got the same emissions ticket but not the loud exhaust for some reason, even though i had the skunk 2 "ha ha" anyways he must have forgotten to write the loud exhaust citation on my ticket.

HOW I WON IN COURT

~ you did NOT modify your emissions... any "auto garage" or smog tech will tell you that as long as you didnt touch your Cat then you are fine. you could even drive around literally without your exhaust all together and still be legal. the ticket you got wrote up for is for modifying your emissions right? yes, you didnt even touch your cat at all when installing your CAT-BACK exhaust. you can look up and print out the proof with a little search on google. i cant remember the penel code off the top of my head but it can be found and used for proof in court.

someone i know also got the ticket and he contested it and when he went to court the cop didnt even show up and so he got let off... the cops can care less about the ticket they wrote two months ago for exhaust ****, and wont even bother showing up and going through the cop/ court process.

i hope this makes some sense since im listening to hendrix and smoking a blunt. true storys though

that must have been a very extreme circumstance. that would never happen for emissions and exhaust tickets
