Replaced head on h23, Now it wont run, timing is perfect. Help!!

I pulled the head off this car due to zero compression in one cyl. I found a burnt valve, so I sent it to the machine shop. They inspected it and said the guides were shot also, So I had them rebuild it.
I installed the rebuilt head, set the cam timing, ajusted the valves, ect..
Go the start it and it turns over but doesn't start. I do a compression test and get 180 across the board. It has spark and fuel also. I am stuck. As I was trying to crank it I opened the throttle body and it sounded like air coming out the intake.
WTF? I need to get this running. Any suggestions?

check to make sure your spark plug wires are on in the right order.
I've seen this a few times where someone put the wires on in the wrong order and it sounds like the intake is pushing air out and the car won't start.
