Of course. The brake booster works on vaccuum pressure, and when the a/c is on, there is less vaccuum pressure for your brake booster to use. Thus, weaker brakes.
Get new pads, and some good fluid, and a flush. You will be fine. I had this same problem till I did all that, and now, I almost cant tell the difference between a/c being on or off.
GR2's are the poor mans shocks. They are ok, but get AGX's, they are adjustable.
Do your brake work yourself. Changing the pads is easy, just get a manual. And flushing the fluid just requires another person to press the brake pedal while you loosen the brake bleeder screw.

I think I'm talking about shocks plus springs, but I imagine that once its all apart, new springs would be just as much work as putting on the told springs.
