96 accord idle well with the fuel line clamped off, when pulled off it dies.
Well I got the thing running, at least at idle, give it throttle it bogs down like it is lacking fuel. This is with the fuel line clamped off. I let the clamp go it dies. Plugs are dry. I'm thinking the fuel mixture is off some way. Then again when it is idling beautifully, i pull the #4 plug wire off and there is no change, the rest if i pulled off one at a time there is a change. So two things at the moment im stumped. I know i should do a compression test on #4, or is the timing off and what way.

Make sure you're getting good spark! Could be something that seems as non-related as a bad coil. At higher RPM you have less time to give the plugs a good jolt of electricity to produce a hot spark...thus it doesn't fire and bogs down as you said. That's what the boneheads on Car Talk had so say a couple weeks ago anyways...
Check your fuel pressure as well, could be that you have a clogged filter and it can't sustain pressure. You can also disconnect the fuel pump electrical connector all together and attempt to start the car with starter fluid being sprayed into the throttle body (probably need a friend for this)...if the RPM spikes really high then you know its not an electrical issue.
