I need to know what is the good setting for the distributor, retard or advance from stock setting

do I set it past the 15 degrees BTDC or ATDC?

Also when pointing the timing light do I have to point it on top of the timing belt cover or thru the PS pulley where its easily visible, but then again dont know which angle.

how do you plan on retrading or advancing the timing? computer?

 

I'd imagine he plans on tilting the dizzy
