Pump the Brakes - Idle Fluctuates - Is this normal?

Just got a new CRX (90 HF all original) with 133k on it.
I noticed this on another CRX I was looking at, but this one does it too.
Pump the brakes... idle goes up a couple hundred, then comes back down to normal.
Is this a vacuum leak? Vacuum line? Booster? Normal?
I will have an opening thread with the project that this car is (pretty easy though, but will have lots of pics... my girl will be helping too... awesome...)

Heh, well one car I looked it would send it almost 800rpm higher and send it into a fluctuating loop
This one it goes up from ~600 to ~900 or 1000, then it settles back down. Nothing to look at? I've only driven the car once since I got it, hoping to pick it up the weekend after the 4th... Going to the big junk yard with friend and my girl on Monday!

That would be a first step, that does sound like a lot of movement in the RPM
