Let me guess - your corner parking lights don't come on either?

It's the small lights fuse under the hood. Look again.

*edit*

That or the dimmer switch isn't working.

Dimmer switch is the problem them. That rectangular thing with the screw adjustment for the brightness.

I have a 99 accord coupe. I pulled out the cluster and swapped out the bulbs. You probably need to do the same.

if it is the dimmer, then you need to take the cluster completely apart and see if the switch is soldered to the circuit board on the back. if it is, then youll need a new cluster, if not, then you can replace it.

i just had mine apart today, its real easy to do. to take the individual gauges out of the cluster tho, there are these tabs on the back, bend them straight, then push on them, gently, till the corresponding gauge is loose and you can take it out. the circuit board wont come off the back with the gauges mounted to it.
