Weird over-heating issue!
I have a stock civic radiator with a Permacool fan, when im at cruising speeds the temp gauge starts to rise, i turn on the heat to bring the temp down. Then, when im sitting still it doesnt over-heat at all.
Theres no air in the system, all other components are funtioning.
But my aem ems controls the radiator fan, could the box be the issue?
I just installed a PWR radiator & thermostat to try & solve my cooling issue.

Could be your fan is running in the wrong direction, which would push air the wrong way, or the fan is not powerful enough. Check your wiring, and is the fan kicking on at idle?
the fan is mounted the opposite direction as stock. yes, the fan does kick on while idling. Perma-cool told me that this fan is more than enough for my set-up.

This has nothing to do with CFM its physics 45 MPH wind >>>>> 30 mph wind <<<<<
