Default touch-up pain[t]

I was at work yesterday and someone smashed into my bumper while i was parked...scratched a bit of it up, and im rightly pissed because he/she ran off (as they always do). Anyone know any good way to touch up it?

How deep is the scratch? Can you see primer or metal? If not you can get some stuff called Finesse and Perfect and it'll melt that scratch right out.
