putting neon light on civic

Yes.
Look under the car, and you should see the welded seam just inside of the stock side skirt.
This seam is what has the front and rear side jack points.
Just inside of this (as in, further inboard from the side of the car), you should be able to fit the tubes.
Keep in mind, the only way to legally have neon in most states is if the light source is not at all visible. Meaning, you can't see the tubes, just the light they project onto the ground. Also, no red light can be seen from the front of the car, or white at the rear, so consider skipping the red or white neon.
Also, keep in mind that even thought the letter of the law says you can have ground effects lighting, most cops don't care, and will ticket you anyway.
Personally, I thought the 90s were long gone. 3 fast 3 furious is already in the discount dvd bin, can we just let that era or absurd bodykits and neon end?
