gsr swap p28 limp mode

yes i searched. i searched here, superhonda, hondacivicforums, and google.
i just finished swapping a b18c1 into my 92 vx hatch. im using a chiped p28 an eprom chip from phearable. my car wont rev past 4000 rpms, so im assuming its in limp mode, yes i checked all grounds and plugs MULTIPLE times. but the thing is that i can put my old p75 in it and the car will rev out just fine (minus vtec). i really have no clue what else to do. i assumed it could be the distributor( im using an obd2 dist. from a b16) but i have the jumper harness from password.
i just dont understand why the p75 will work but the p28 wont.
(for the record, dont tell me to check my CEL's, i cant, not because i dont know how, but because my car doesnt throw codes, its been taken to honda and they cant get it to throw codes either)
