Default hks ssqv not holding boost

i have the 1st gen ssqv bov and i am boosting 23 psi the bov starts to flutter when the boost come, at 16 psi its working well. i have a large vacuum line from the trottlebody. the bolt on the bov is almost drawn to the bottom,
cant the ssqv handle high boost?

hole in the diaphragm, or leak somewhere check it out with a compressor.

Thats probably the case, since its a pull-style valve. Boost pushes it closed tighter, not pushing it open like other BOV's. It could also the seal around the valve's shaft, as pressure there woulds start to push the diaphragm, and pressure at that side would open the valve.

Yup, it is probably opening and closing because of air going through the diaphragm is pushing on the other side of the diaphragm
