Default is this a ground issue?

ok so i gotta 91 crx with d16z6 swap......theres a bit of laggage in the first 1000 - 3000 rpms sometimes.....and on a cold start it seems to have more power....now i did have a turbo at one time moving the battery in the interior with power and ground cable for an amp and have moved it back under the hood with those same wires just shorter... could i have just a small ground issue cause i also notice my indiglo guages sometimes come on and sometimes not or bumps sometimes turn them on....when i was doin an oil change i had the door open and the car up in the air sometimes when i touched the wrench to the car it would make the interior door beep and sometimes it wouldnt any ideas? i've checked the motor ground and its good and the tranny ground looks decent maybe a lil rusted but any suggestions would be awesome thanks guys
