93whitelude is getting away with 0 offset because he's not lowered that much, and even then it still rubs a little.
If you're not lowering your car much at all, (i'm talking maybe an inch) then 0 offset will probably work, but will look like as$.
If you are going to lower your car a decent bit, you'll need fender rolling, pulling, and lots and lots of camber to make it work. When you finally get it to not rub, you've ruined your body panels a good bit, destroyed any kind of handling with all that camber you'll be running, and IMO, end up with a$$.
It's just not worth it IMO. I'm lowered 2.25" with +43 wheels and just barely got away with not rubbing.
EDIT - Also be aware that say, +40 on 7" wide wheels will not be the same as +40 on 8" wheels. Use this calculator to see what effect width and offset have on each other in terms of how far the wheel is pushed out. http://www.1010tires.com/WheelOffsetCalculator.asp

I find this offset calculator alot better http://www.wheelsmaster.com/rt_specs.jsp good luck.
When you talk about offset you have to have a specific wheel size in mind, diameter and width.
And as usual, tires are the last thing on most people's minds...
Are you planning on keeping the original tire overall diameter? Do you at least want it to be close or do you not care at all?
Do you care if you have to "roll" the fenders or not? Do you care about camber?
All these things matter.
If we don't know the width of the wheel and all these other things, we can't give you a useful answer.
The ones from the link would not be a smart choice. In order for those not to rub, you'd have to roll the fenders and deal with negative camber (lots of it) and if you're planning on running 205 or wider tires you can forget it. You'd most likely have to go with 195's or even 185's. Either way, that negative camber would eat them up really quick.
+25 is the absolute lowest I would go with in 15x7. That's if you want to make any sense of it. If you're just chasing a fat lip at any cost, you're on your own...

im not completely sure what camber is?and would i ahve to roll the fenders if i didnt lower it over the wheels? as long as i keep it where that one guy with 0 offset does?
i figured out what camber is, but i dont get how a lowoffset makes it have neg camber i thought that was form lowering cars...is it because with the offset being so low and the whels sticking out farther...it make neg camber?
What is your reason for wanting 0 / low offset wheels?
It seems you don't have enough knowledge to begin to get into the ordeal of making wheels that weren't meant to fit, fit in our cars. I'd suggest reading up on suspension faqs in the forums as well as using search.
