Default 96 EX Coupe, 88k miles....$3800 too low? rear bumper is off by 1/2 inch

So the EK I found is pretty decent. Minor dings but the rear bumper is loose by about
roughly half an inch. 88k miles and the dude is asking $4400, I was going to offer $3800 but the only thing is the rear bumper, the girl backed into something. Engine looks okay, it's been gussed up, but all the bolts are oxidized....car is from Chicago. What would you guys offer? I dont want to lowball the guy.

just make sure the frame and underneath the car isnt all jacked up from her backing into something and that it doesnt have any rust... also check the spare tire well.

as for the offer, i say go ahead and offer him that and see what he says... thats really not that bad of a lowball, andhey, you could come out of it with a good deal on a low mileage coupe.

Offer him 3k and go from there. 3500 max to me. Complain that you have to have that fixed, point out other things, bla bla bla, be sure to get a carfax if possible if you're buying from a private party.

It KBB at 4400 but Edmunds is only 3219 for private party, I think dealer price for Edmunds is about 4400. I usually offer a few hudred above he private party.

It's window coloring are gone, just dark metal, minor dings, and then the glaring rear bumper displacement. It's not off or anything but it is quite noticeable.
