anybody good with advanced diagnostic? need help

Whats up everybody I need a little help, i'm a mechanic by profession but just dont have alot of time for my girlfriends car. It has a rough idle, and eats gas. I have been working on it for a while n cant seem to figure it out.
CAR : 91 integra GS B18A1
CURRENT CODE: 43 FUEL SYSTEM SUPPY
RECENTLY DONE: Plugs ( gapped correctly ), wires, checked the coil, compression test ( good ) , checked for vacuum leaks ( none), cleaned FITV and IACV, fuel injection service, checked the fuel pressure and regulator ( good ), changed the fuel filter, i also checked the ground near the thermostat because some one on here said they had the same problem and it fixed theirs but mine was good.
I recently attempted to hook up SNAP ON's SOLARAS PRO (3000$ scan tool)
and it had the adapter but the universal wire ends were too big. I went through the trouble shooting guide and step 1 started talking about the 02 sensor being the #1 reason that code comes on. I know how to test the 02 sensor (100 - 900 mV).
ANYBODY HAD THIS PROBLEM?
WHY WOULD THIS NOT SET THE O2 SENSOR CODE?
THE ONLY REASON I HAVE NOT REPLACED IT IS BECAUSE ITS NOT SETTING A CODE FOR IT.
IF IT WAS SETTING A CODE 1, 61 IT WOULD MAKE SENSE. ALSO IF IT WAS WAY TO RICH/LEAN IT HAS A CODE FOR THAT.

The code may have been tripped if she ran out of gas or something of that sort. For the gas consumption issue, it could be an old o2s, a small crack in exhaust manifold or broken stud. Have you tried resetting the code does it come back? If the code stays on the vehicle will remain in limp mode and that could be the cause for excessive fuel consumption.
If the vehicle has a god bit of miles on it. A valve adjustment, clocking the dizzy to set propper timing, adjustment of throttle cable, idle adjustment, and adjusting the tps, or even dirty injectors. Should fix up her rough idle and help with gas.
I wouldn't know where else to look. If the code does come back try using the solaras to record the fault instance. so when the problem appears you can have a good idea of what is causing it. Im not sure if the solaras has that capability I use the modis, and the matco determinator.

yes i have reset it 4 or 5 times, in between trying different things, like the fuel pressure, reset, didnt help, changed the fuel filter, reset , didnt help, cleaned the injectors, reset, didnt help.
i have adjusted the base idle to 750 it was at 1200.
adjusting the TPS, i have never heard of that! i dont think they are adjustable!
I have not adjusted or checked ignition timing, i guess i forgot about that, as far as the rough idle, but i dont think that would set code 43.
so these motors periodically need to have the valve lash adjusted?
i have adjusted the base idle to 750 it was at 1200.
