Default can I tune with a PR3 ECU?

I'm building an LS-VTEC with a PR3 B16 head on a B18B1 block. the motor is going into my 96 Integra.

I have a PR3 AUTO ECU in the garage so I figured I would convert it to 5 speed and use this ECU. Can I chip this ECU and run Hondata? Is this ECU a good platform for the future if I want to really dial in my motor?

Hondata does support the OBD1 PR3 ECU.
