I have A 98 GSR with 83,000 miles all stock and am looking to acheve around 300whp with spending the least amount of cash but still have a reliable car. any Info would help as i am new to the honda scene

300 pretty easy on a healthy B18c1.......57trims do nicely for those numbers.

choose two of these three, and two only:
Fast
cheap
reliable

you can be fast and reliable, but not cheap.
You can be fast and cheap, but not reliable
and you can be reliable and cheap, but not fast.

I think it'd be a good idea for you to research this stuff using the FAQ's and search function and see just how much you're going to need to spend for a complete, decent setup.
