code 15 when using an obd2a ecu

Default code 15 when using an obd2a ecu

heres the story i am trying to pass emissions so i just got an obd2a ls ecu. i plug it up and i noticed that the cel light is still up so i find out that its throwing code 15 Ignition Output Signal. even with the code i tried to start it. its cranked started died right away. so i tried it again same. but the thing is i can start it and hold the gas and it wont die but the second that i let go of the gas it dies. the thing that i dont get is it only has code 15 when i am running an obd2a ecu before i swapped the ecu i was running an obd1 ls ecu and it ran perfectly no code at all. the thing is i also have my original ecu which is an obd2a lx civic ecu. i tried that out to see if it was the obd2a ls ecu was at fault but i got the same code 15 now i have no more ideas of what to do. do i need to re pin the wiring harness? and i have tried to reset the ecu same result. i tested the dizzy if it had power it did and then i tried to test if the ecu was sending a signal to the dizzy and it was. does anyone have experience with code 15. any and all comments or suggestions are welcome!
