gsr reving out at 7200rpms

Does any1 kno why a gsr would be reving out at 7200rpms? i changed my intake manifold and now its reving out and not hitting vtec. ive rewired the vtec and i also cleaned the selinoid

the problem lies in your vtec solenoid
