Default Car wont past 2 step rev point

I purchased a ecu from phearable.net and I got it tuned months ago the car rauns great its just that now sometimes I cant rev past 3300 rpms which is where my two step is set at. To be honest the ish is annoying and I would like to find out what can possibly be the problem, and also sometimes my speedometer get stuck at zero and move up and down while im driving.

I hope that is it because I just checked the price of them and they are a little pricey, but if that fixes the problem then so be it.

If your speedo is still working then it's not the cable, it's the speedo unit inside the gauge cluster. You'd have to replace the gauge cluster in this case.
