Default P0720 but speedometer is normal

Hi, i recently had a P0720 code from my 2001 EX. As far as i read that should affect the speedometer, but everything seems to be working normal on the tach and the speedo.

But i have three other symptoms:

1 - The car won't go over 4k rpm. It makes a sound like its rev limited.
2 - I feel that the car won't pass over 3rd gear, so it rarely goes to 4th.
3 - I felt that the transmission had a weird up/down shifting. like it takes to much to do it when you accelerate to make a pass, or when you are speeding and it should goes up.

It can happen that my VSS goes bad but the speedo/tach works fine?

Thanks for your answers.

P0720 - Problem in Countershaft Speed Sensor Circuit
Caused by electrical problem and not mechanical.
Is the countershaft speed sensor installed properly?
Check sensor, short in the circuit, and good connections.

The VSS is the sensor thats close to the firewall and looks like this?

1 - How do i check a short in the circuit? Testing continuity for each of the power +/- cables? how do i test the signal one?

That plug had 3 wires, so i assume that one should be 12+, one is ground and the other one should have 5v if you test in comparison with ground.

2 - How do i check/test the sensor itself?
