99 Civic Si Cluster not lighting up

Default 99 Civic Si Cluster not lighting up

First off i have searched, but i couldnt find anything to answer my question.... now on to my question:

Everything in my cluster works(Rpm's,mph,turn signal, trunk lid, check engine, ect) besides the main light, so i cant see anything in my cluster at night time. Im stuck on: do i just need to replace the bulbs, or is it a wiring issue or even is the cluster bad. I already checked the fuse, which is still good. If anyone could help me with were to start i would really appreciate it thanks.

there are 2 bulbs that look to light up the cluster. Do i replace both?
