anyways, installed a blox ported IM with the stock TB and it whistles now. any reasons why? something i did wrong or is it the TB too small for IM...

The whistling is most likely indicative of an air leak. With the car idling spray around (not into) the TB and see if the rpms increase and the whistling is made.

It's 100% normal. Anyone who says it's a leak has never put an aftermarket manifold on a B16. Mine whistled loud enough to wake the dead.
Stock manifolds do it too...just not as loud. Lots of Hondas whistle.
My Stock JDM b16a whistled. Then it whistled louder with the skunk2 IM. My GSR whistled with the stock IM and with a skunk2 IM. My friend's Y8 whistles with a stock IM. My D16Z6 from back in the day whistled with a stock IM. My S2000 whistles with a stock IM. My EM1 whistles with a stock IM.....see the pattern?
If you dont like hearing it, put the stock intake back on. That will shut it up.
