Default why won't auto trans shift out of 2nd?????

I have an automatic integra it's a 92 b18a. I know nothing about automatic transmissions, in fact it's the first I've ever owned.

One day it wouldn't shift out of 2nd gear, then you would drive it around for about 7 minutes and eventually it would kick into third and there after would operate normally in Drive. It only does this when the car has sat for a while and everything is cold. It turns out the fluid was really low, I filled it, and the car seemed like it was instantly fixed because it was cold and i took it down the road and it shifted fine. But now the problem has come back, and the fluid seems to be ok or maybe even slightly overfilled.

Is this a common problem? It seems like the ATF gets hot and expands and then everything works fine. Could the transmission be messed up now since it was driven with low fluid, maybe there are some burs on the solenoids that keep it from shifting, but that doesn't really explain why it works fine after everything is operating for ten minutes. Could this also be a vaccum or a computer problem?

Also, when everything does work you can still use the low and 2nd functions of the shifter.

Any help appreciated, hoping this is a common problem or easy fix so I don't have to swap it with a 5 speed!
