The side markers and turn signals are only supposed to blink and are not on otherwise.

Here is my old ITR with the headlights on:
I also had the fog lights turned on. I replaced the stock clear "city light" bulb with an amber bulb which you can see in the picture.

My old Integra with a JDM front. Headlights and foglight on, just like Bradstard's.
The only thing that should come on with the parking lights is the city lights, the ones in with the high beams.
