Default HELP!!! '94 civic, crome, won't rev, VSS code, idles great.

I'm going to try and explain this the best that I can so that its easy to understand. I've got what seems like a few different problems, but I have a feeling they are all due to one problem.

To start off, its a '94 Civic OBD1, A6/Z6 Mini-me, t3/t4 .57 trim, Precision 880cc, resistor box, stock OR GM 3 bar map. Chipped P05 with VTEC conversion, and Complete uncut chassis harness and engine harness.

Here's the problems:

1. Car starts, idles great on basemap
2. Won't rev past 3500rpms, and NO, its not FTL or anything of that nature. (Think its limp mode?)
3. No visible CEL's on the cluster until you jump the connector to check them.
4. Code 17 at first ( VSS Sensor ) Speedo doesn't work at all and i've changed the VSS 3 times with known working sensors
5. (THIS ONLY HAPPENED TWICE) Once I drive for awhile, speedo not working, the CEL will come on for Code 17 VSS and then I can actually rev past 3500rpms and boost to 11psi which is my boost cut. Car runs pretty good with my basemap.
6. Now, tonight I checked the codes and have a solid CEL when I jump the connector, but when its not jumped I turn the key "ON" and prime the pump, CEL comes on for 5 seconds, then goes off and CEL goes away. Car then starts fine, idles good still, but still won't rev past 3500rpms whether at a stand still or driving.

I may have left some stuff out due to it being a long day and i'm extremely tired right now and frustrated.

Please let me know what you think I should try or if you have any questions

Thanks in advance!!!

check your vss wiring. sounds like your launch controll is limiting you. since it's base off of your vss, if your vss is not working it'll not let you rev past your launch control limit. Maybe put your car up on jack stands and put it in first so the wheels spin and check the voltage on the vss, then check it at the ecu to see if there is a break somewhere. well that's all i have, good luck.

if it matters, i've changed the FTL to 7500rpm with still no luck or change in the 3500 rev limit.
