Assuming I'm willing to wet sand, re-clear, etc., does this look to be worth $40. I don't know a lot about the potential for CF to be re-conditioned, so I'm not sure if this is too far gone or what.

For what it's worth, he also sent pictures of portions he'd wiped down with a wet cloth, showing that there is apparently still life to it. Can I assume that means it should be able to be restored?

Great point. For $40 you really can't go wrong as long as there aren't any serious cracks or chips in it, which there don't appear to be from that picture.
I've seen some pretty far gone looking carbon fiber parts get a fresh coat of clear and come out looking brand new.

Its too dirty in the picture to get a good grasp on the condition it is in, but if you found a good paint shop, it can be blocked down and re-cleared as long as it isn't severely damaged.
