Swap question Obd2 motor in obd1 car.

Swap question Obd2 motor in obd1 car.
Ok So I had a jdm b16 obd1 in my car that ran fine. I pulled it out and put in an obd2 Ls motor in last weekend.
I used my p28 ecu and a got a new chip for the ls, I got an obd1 ls dizzy, used my same injectors from the b16, and same harness from the b16.
my problem is that I cannot get it to start, and I was wondering if i missed somthing on converting it to obd1. I have fuel, spark, grounds, firing order, timing, and every thing correct. let me know! Thanks!
