FUEL SUPPLY SYSTEM CODE 43 : NEED HELP

91 integra GS b18a recently purchased running very rough. I have put new plugs in with the correct gap, new wires, fuel injection service, compression test was good, I have cleaned the FITV and IACV, I have adjusted base idle to 1000 because of rough idle! I have checked for vacuum leaks (none) and i have also checked the routing. since then running better, but still not right yet.
The engine shakes at idle more than normal. It is setting a code for the fuel supply system #43 . I just pressure tested it ! 38 psi with the regulator hooked up, 42 psi unhooked. So the regulator is good right? I thought the pressure was a little low but wasnt for sure, so i went ahead and changed the fuel filter. but it didnt make a difference in pressure. I cleared the ECU and let it warm up on its own ( idleing rough) no codes, 2nd drive 10 miles, no code, 3rd drive 20 miles then it pops the code!
I need help please ideas very appreciated.

i had a 43 code in my DA for the longest time. changed everything you did, and it turned out to be a bad ground wire on my thermostat housing. give that a shot.

much appreciated! will look into it! so those fuel pressures seem OK?
any body know a link on setting ignition timing? I have done it before on my accord just need to know what the marks look like and spec it sopposed to be at
