new engine, now car wont start, need help ASAP

I have a 95 LS. The engine blew on it from a turbo setup that I had on it.
Past week or so I put in a new longblock, (an obd2 motor). and now I canNOT get it to start for the life of me.
I got the engine from tiger japanese auto parts, and they were easy to work with and shipped me the motor on time and everything, and it looks good.
I used the obd1 distributer and intake manifold, so all the sensors plugged up.
I put new plugs in, and they are getting spark.
Fuel injectors are squirting fuel.
There is not a check engine light and no codes are being thrown.
I'm running out of ideas, please help me!
Im going home for the summer from college tomorrow, so it would be nice if my car would run.

well my homie ordered a h22 from them and when he got it they gave him a auto ecu, acord tranny, the dizzy cap was cracked, and the wirng harness was all cut up even missing plugs.

Ok, the dizzy cap lines up with the crank at TDC, but when checking the timing with a light, you cant see the notches on the crank at all.
Also, a compression test yielded 60 psi on all 4 cylinders. Obviously something is really wrong, but why would they all be equally low?

Update: I took the car to a mechanic, because i gave up. The intake cam is off like 3 degrees, and why he has no idea. it will cost about 400 bucks to fix. I just filed a warranty claim with TigerJapanese
