Default Radiator Fan only turns on when car is turned off

the car is a 94' accord ex automatic if it matters. The passenger side fan does not turn on unless the car is off after driving the car, but the other fan on the driver side does turn on. Isnt the passenger side fan suppose to turn on when the car is on? The car temperature goes a little bit above half ways. I went to the autoparts and asked for a fan switch and that was given and replaced and problem isn't fixed yet. Any tips or suggestions are appreciated Thanks.

EDIT: the head gasket , water pump ,, thermostat was replaced ,,, car does not heat up anymore unless the car is going up hill it heats up alittle bit past half way but when i get to even pavment it drops to the normal one quarter tempuertuer. doesnt heat up at red lights or anything .. any suggestions before i do anything??

Turn on AC

Once the car is warmed up, both fans should come on. It should NOT go above halfway, in fact it should be about 1/4th or so of the way up.

Maybe thermostat? How's the coolant level? etc

The thermostat is new & i just changed the Water Pump, Timing belt, Head Gasket & the Water pipe on back of the block. But if i turn on the AC the driver side fan turns on only. Both of then use to come on but not no more, & the coolant is new also.

You're positive the passenger fan comes on? Wire it directly to battery and verify it is working. It may be a problem with the fan relay.

*edit*

Also jump the two pins on the fan switch (on the thermostat) with a paperclip, with the key in the on/accessories position, both fans should come on. If they don't that's the problem.

The passenger fan does come on but only when the car is off, once driven. Im going to try what you said so i'll get back at you when i have a chance

Yeah give it a shot, if it comes on the motor is probably good. I would check the relay in the fuse box to make sure it looks ok (ie not blown to ****) and check on the fan switch.

I'll check the relay on the fuse box. The fan switch was replaced, but i'll take it off and put it back in just for kicks. Your meaning the fuse box under the hood right?

Ok i jumped the fan switch & only the driver side comes on. But i wired the passenger side directly to battery & it works. ??? I think it could be the Fan Relay..

Hmm, odd, could be a bad fan switch or relay.

Motor on the fan is definitely good. And yes the under hood fuse box.

Well it wouldn't be the fuse, but that's there the fan relay is stored.

Bubbles in coolant?

When you go up the hill it may push all the bubbles to a place they don't need to be. I'd bleed the coolant system some more.
